Services Division

Although the Services Division is the least heralded organizational component of the Council Bluffs Police Department, it is one of the most essential. The Services Division, as the name implies, is charged with the responsibility of providing support and service to the other divisions and sections of the Police Department.

It is comprised of the Records Management Section and the Property Management Section. Supervision and control of the Services Division is the responsibility of the Services Division Commander who holds the rank of Captain. Assigned to carry out the duties and responsibilities of the Services Division and completing the roster is a Records Manager, ten full time Records Technicians, three part time records technicians, and two property management specialists.

The Records Management Section operates twenty four hours a day, seven days a week. It is the central repository for all records and reports handled by the Police Department. Report control and security is maintained by Records Technicians who ensure that reports are readily available and are properly distributed to all appropriate divisions, the court system, and other law enforcement agencies. Providing a maintenance and retrieval system that allows ready access to reports and records is accomplished through the use of a data processing computer.

The Property Management Section is staffed Monday through Friday from 6:30 AM to 3:30 PM and has control of all property/evidence held by the Police Department as well as the responsibility for procurement and requisitioning of all Police Department owned property, equipment, munitions, and personal wear items.

Any and all evidence or property coming into the custody, care, control or possession of any Police Department employee is documented on forms provided for such purpose and turned over to the Property Management Section. An inventory system is maintained in the Property Management Section accounting for each item from the time of receipt until final disposition or disposal.

The Property Management Section is located in a secure area of the Police Department with access limited to personnel assigned to that section only.

The Services Division also has the responsibility of maintaining the public access desk for the Police Department. That desk is manned by Records Technicians and is open to the public from 7:00 AM to 6:00 PM Monday through Friday. For security reasons, all persons conducting business with the Police Department must stop at the public access desk first. Where permitted by policy, copies of incident reports, accident reports and criminal history information may be released to the public. Fees for this service are collected.
